to the business person: every february means lesser days to accumulate funds.
to the employee: it means pay day comes faster.
and this being a leap year, it means the girls can go nab the guys with a proposal,
and the business person has an extra day to kerching kerching his cash register for another day's earning before shylock comes along to claim his pound of flesh.
